It will review the status of respect for the rights of the elderly throughout the world since the implementation of the principles for the elderly first enunciated by the United Nations in 1991: independence, participation, self-fulfillment and dignity. The implementation of the Recommendations of the Plan of Action on Aging adopted by the United Nations at the Second World Assembly (Madrid, April 2002) will also be discussed.

Increased life expectancy
According to Kofi Annan, Secretary General of the UN, “We are all witnesses of a silent revolution”. During the second half of the twentieth century, life expectancy increased by twenty years. Over the next thirty years, one third of the population of developed countries will be over 60 years of age, and of these, 10% will be over 80 years of age. This change must not be reduced to the demographic dimension. It will have social, economic, cultural and ethical implications that must be taken into account.
A role to play in society
Throughout the world, a generation that has experienced much more difficult times than we are today is demanding, through its representative organizations, that society pay more attention to its living conditions and respect for its rights. 70 million elderly people seek a more adequate place in our European societies. For their part, the institutions of the European Union do not yet recognize the social role that citizens who citizens over 60 years have to play. They are excluded from all decision-making processes and even from those related to issues related to their living conditions and social rights. In Europe, the consultation of representative organizations of the elderly, recommended by the international institutions of the UN and UNECE is still far from being applied. On the occasion of the International Day of Older Persons, FERPA intends to make it clear that in Europe the elderly will continue their struggle for active participation in the life of the EU and the choices to be made to guarantee Europe a future where social protection, democracy, citizenship and the promotion of inter generational relations will form a homogeneous whole! The elderly have earned their place in European society. They constitute a valuable heritage for the Europe of the future, as they have been for the Europe of the past.
